Anticipated Medicare Plan Transition 

After carefully reviewing a proposal from Aetna Insurance, the ICSD is considering transitioning all Medicare-eligible retirees from The Hartford Plan to the Aetna Medicare Advantage Plan. We are confident that Aetna's plan offers at least as good benefits as The Hartford's and that transitioning to the new plan would slow the growth of health insurance costs to ICSD taxpayers and employee/retiree premiums significantly in the initial year of coverage. The anticipated transition date is January 1, 2021.

Insurance Checks

The ICSD Business Office is currently closed. Retirees should continue to pay their insurance premiums by check. However, instead of dropping the checks off, please mail them to 400 Lake Street, Ithaca, NY. If you would like confirmation of receipt, please include your email address with your mailed check and the business office will email you a confirmation.

Fraud Alert: COVID-19 Scams

The U.S. Department of Health and Human Services Office of Inspector General is alerting the public about fraud schemes related to the novel coronavirus (COVID-19). Scammers are offering COVID-19 tests to Medicare beneficiaries in exchange for personal details, including Medicare information. However, the services are unapproved and illegitimate. Read more>>

Social Security Benefit Suspension Scam

March 20, 2020 - The Inspector General of Social Security, Gail S. Ennis, is warning the public about fraudulent letters threatening suspension of Social Security benefits due to COVID-19 or coronavirus-related office closures. The Social Security Administration (SSA) will not suspend or discontinue benefits because their offices are closed. Click here to read the full press release.

ICSD retirees and covered dependents age 65 or older are offered the Hartford Plan, which is specifically designed to coordinate with Medicare.

International Insurance

The Medicare system itself offers no international travel insurance. The Hartford has international travel coverage as part of its plan, but it is not as robust as the district's self-insured plan. The ICSD - either through reimbursement for eligible claims via our own self-insurance or via a company with which we contract to provide international insurance - will extend the Hartford coverage to the level that was provided to retirees when traveling internationally. This hybrid coverage model does not have any time limits to it, so an international trip could be for a week or for a couple of months  Top of Page

The Call Center is available Monday through Friday from 8:00 a.m. to 5:00 p.m.


TST BOCES, as the district’s employee and retiree benefits management service, can help with:

  • Former and current bargaining agreement questions
  • Retiree health insurance rates
  • Changes of address, phone number, or family status

The Benefits Specialist is available Monday through Friday, 8:30 a.m. to 4:30 p.m.
